Outer Limits 4x4 Board

Have got 2 spotties on the bar (unsure of brand, old man told me but have forgotten), which run a h3 light setup inside them. They are run off a switch with direct power and i earthed to the bar. I dont believe theres a relay, i cant seem to find one. Never worked since i bought the car, so bought new globes cause the old ones were stuffed. Installed them but getting no light at all. Earth is good, theres power getting to the globe but they simply arent turning on at all. Anyone have any idea what might be wrong? Also for some strange reason the normal lights in the rig (83 swb Paj), wont work? High beam works fine, low beam doesnt anymore? Any help much appreciated.

test the light across the actual lamp holder. if theres 12V there, then the spotty should work, if it doesnt, the lamp holder is probably stuffed......

you say the earth is good, is it free of rust/paint and tight, if not may be one fault, also how are the lights mounted, wired, do these lichts earth through the body og the light, or via an earth wire?

make sure the globes are not blown
