I had a set of old toyota alloy wheels with a clear coat on them that was peeling and had them sandblasted. Got rid of the clear coat and gave the wheels a different coarse alloy look. With steelies you should be good to get them done and just repaint them to your colour. Have a look in the yellow pages under abrasive blasting.

I went the cheap option on my rims after I had them modified. Paint stripper and a 4" wire brush for an angle grinder. Works well but takes a while.

If yoy gave a pressure cleaner there is sandblasting attachment you can buy for them, other wise get some HD paint stripper from super cheap

Paint striper and wire brush would take up time i dont have at the moment. I will be away for work all next week and i want to make the running around easy on my dad. I geuss i havet= to let my fingers do the walking.
