Outer Limits 4x4 Board

i'm looking to lift my zook, but it has to be legal. so can anyone recommend a good engineer in the southern suburbs of Melbourne.

i'm looking at a 3"lift, extended break lines, long shock's, 30" tires.
and no body lift.

any help would be good
