just spray with something like kill rust or white knight...
They are cheap enough and last if you rough the surface quite well.
if you already have them then a $10 can of paint is better than forking out for new rims.

yep just rattle can them - give the powder coating a bit of a rough up then go nuts with the cans, mask the tyre if you're fussy. the results are surprisingly good and if you scratch them up, it's easy to touch up.
instead of plan black a metallic 'hammered finish' paint give a good result even on really ratty looking wheels.
cheers

For a top job sand back with 320 grit paper,
Prime then sand back lightly again with 320 paper ( repeat as many times as nessecary to eliminate any chips in the original paint )
Then spray with a Quality paint
Cheap pressure paks ( the $2.00 cans ) will go flat in their finish and the paint can come off on ya hand after a few months out in the weather
2 pak paint is the best way to go for looks and long term use although its not as cheap as a pressure pak.
This pic is of my rims that were originally chromed.....
They were sand blasted and then primed with "Etch Primer " ( spelling? ) and then painted in 2 pak.
They still shine really well and the paint has been more than durable off road.

forgot to add .....
doesnt matter whether the rims are alloy or steel if they are done correctly...IE: preperation and then quality paint.
The rims on my commodore were silver finish on alloy originally but a good sanding and a coat of 2pak made em sweet !
even when the new tyres were fitted the 2 pak didnt mark at all nor did it chip when the balanceing weights were added.

I used black engine enamel rattle can paint. Seems to be more durable and tough than the normal rattle can paint.

i got mine powder coated cost $40 each took 3 days and they did very good job.
I know once you buy new rims the cost starts to add up but i tryed the rub back and spray took ages and did'nt last very long.

I used bitumen based underbody sound deadener on my last set. Probably not the best if you're tying to improve the look of the rims however

watch out for matt finished paint, it deteriorates quicker and all of the mud and dust sticks to it.
The best i've used so far is chassis black and kill rust. They both dry quickly and adhere very well.

the paint i used was MOTOSPRAY, acrylic wheel silver for metal wheels and plastic wheel trims. then when it was still "tacky" i sprayed the rims with MOTOSPRAY acrylic top coat clear, to help keep them in good condition when they covered in mud.
this stuff is available from East Coast Autoparts on North rd Oakley

by the time you went through all this you could have sold your whites, and paid for black ones.
