This can be a bit ugly if left for a long time , you will stuff the keyway slot in the nose of the crank which is tricky to repair .
I would be taking the harmonic balancer off and seeing whats causing it to be loose .

Hopefully a shit harmonic balancer and that can be easily replaced with a new key way , i reckon dont leave it longer cause it will get worse maybe you've caught it in time before its rooted the crank , but i would definetly be taking it of and checking it out .

is the whole balancer loose or has just the rubber gone bad and only the outer ring is loose?

as has been suggested, pull the balancer off and inspect the crank before making any decisions. if the crank is stuffed it'd probably be cheaper to find another motor.

I heard this problem was present mostly in earlier model cruisers, as toyota began putting locktite on the harmonic balancer nut after about 86.

I was told by a mechanic quite a few years ago i should check to see if the nut was loose or gone! on the harmonic balancer as its a comon problem with the 2H, especially if someone has had it off as they more than likely didnt locktite it back on.

How do you tell if your harmonic balancer is loose? Movement in the belts?
