Outer Limits 4x4 Board

is this what the thing is called on top of the fuel tank? i have a vitara, and will be doing a tank lift, but the plastic seperator thing may be in the way.

can i take this off and leave it off? if i take it off, do i just loop the hoses back to to the tank, or block them?

anyway, what the heck does it do anyway?
