GQ Stalling on hills

Ok guys, I have a swb GQ carby and it keeps stalling on steep, 2nd or 3rd low, hills. I have had the carby apart and rebuilt 3 times, electronic ignition, new coil, new dissy cap, new filters and the fuel pump seems to be working ok. I set the float level to the lowest possible position and no improvement. At a guess i would say it is flooding as when i turn the key to start it lots of unburnt fuel out the exhaust and eventually it fires, 1, 2 then 3 then eventually all cylinders and it clears out. I have no confidence to drive and sort of steep or even slippery hill anymore. It did it on Caledonia on the old section and i slip backwards for a bit and sideways, scary...
What could be the cause of this annoying and dangerous problem, i want to be able to drive with confidence again.
I may just go TB45E, at least i will get better power for my shocking fuel economy
Thanks
Rob

Float level seems to be critical, youare possibly way too low and starving rather than flooding, get a float bowl window off a 3 litre carby and fit it to the 4.2 carby and set the level to the dot, works for me crawlng up Cruiser Climb and Hilux Hill just fine.
