Mods on 86 model 4 Runner

A friend of mine has just bought a 4 Runner, it has a Buick V6 and TH400,

The problem is the boby has a 3 inch lift using just steel tubes and no body rubbers. I dont think that will pass a for a mod plate, am I right?
What is the highest legal body lift in QLD and whet is the best way? and arent they suposed to have a rubber between the boby and chassis not just the steel tubes?
Are the nylon blocks or alloy blocks better and what diamater?
Do you still use s rubber when using a nylon block?
Where is the best place to get the blocks?

He wanta a 2nd fuel tank.
Is there an after market tank made for 86 4 Runner or will he have to have a custom one made, or does anyone know of 1 for sale?
