80 series rear bumper welded or not?

Is the rear bumper on an early 80 series normally welded to the chassis, it shows in my workshop manual that it should be attached with 2 bolts on either side???
Bolt on each side - 2 bolts at the side, then the step has 4 bolts.
Talk a walk out the back and lay underneath - remove the mud and you'll see what I mean. They bolt as well to the wheel arch.
