what is it

just got nem ome springs and they have this clamp like thing around them and just want to know do they limit flex and if so is it ok to take them off 
I bent them out with a crowbar. On the front tyres (new 31's) rubbed a bit on the bent out clamps so i cut the top of the clamp off then hammered back against the spring so looked like a U. I don't think it's a good idea to cut them off altogether as they do control sideward movement of the spring.
