stater motor solinoid strength

just taken the starter out my hilux cause it hasnt been throwing the gear into the flywheel propperly, tested it on the bench and it throws back an forth fine when i put power to the switching line, but if i put my finger on the gear and hold it in the solinoid doesnt have the power to push out, should they be stronger than this? or is that the norm? i think mines farked..
