40 series power steer box rebuild

OK, i have 60 series p/s pump on 2H, 40 series power steer box on the almighty troopy. When sitting still, low/high revs, you can't turn (steer) the wheels - feels like non-p/s; once you move a fraction it feels all good like normal p/s. The bloke who made the pressure line for me reckons the teflon seals in the box are leaking/bypassing.
Sound right? has anyone rebuilt one of these boxes before? i had one quote of $400 to rebuild - good or no good? also what kits are available for these?..

I'd like to lnow too for future reference.
I've spotted a few kits around

Thou I hav no previous experience with this mob, they list kits for both the pump and the box
