since when are spring overs illegal???? Most hilux's have them as standard. You just need to get an engineers certificate if it lifts it more than 2", wich a spring over no doubt will. And i'm not too sure but i think you may need new bits and pieces. Even if you dont you may aswell replace the old ones while its apart

from what i can guess u need:

cut n flip axles so leaf perches sit on top of diffs.
or grind off n weld new ones on

shouldnt need to replace u bolts unless new perches are taller. suspension places reckon replacing when installin new components so i guess personnel preference.
