Help with rust problem

I have a 1985 Range Rover and have had pieces of rust falling from behind the roof lining above the windscreen. I have just removed the roof lining and there is a folded frame section that the windscreen seal mounts to, that is rusting out.
My question is can this bracket, which has 2 bolts at either side of the vehicle and self tappers across the front, be removed without removing the roof?

It can be unbolted if thats what you mean, pre 86 rangies were built using 2 side panels that run from A pillar to t/gate pillar ( although the whole rear t/gate frame is one piece), the trans tunnel which includes half the floor, the rear boot floor ally panel, the floor panel in front of the rear seats and an L shaped panel which is the rear seat kick panel and part of the rear floor - one big meccano set held together with rivets and self tappers and a few bolts for good measure. So if it is only the piece that joins the 2 side panels together above the windscreen and holds the front of the roof, then yes it should be replaceable.I will check tomorrow for your as i have made my 81 2 door a ute and the roof isnt bolted down yet and there is no headling in either.
