I am pretty sure they are illegal but roof racks aren't

As Bru said, there is no specific code against them. However, people have been doing these on 40 series and Landies for years and using them as just that - a roof rack! As long as there is no sharp protrusions, then they're legal.
Unfortunately, I bet you cannot say that about the rest of your vehicle

what do these things cost? for just your standard exo on a hilux??
and if you were to fall over would they be strong enough to protect the roof and body from crashing in?

How crazy do you want to go with one is the answer,
And how hard are you planning on rolling is the answer to the second one, but an exo's primary purpose should be to save you, if it saves the body from damage then thats just an added bonus.
And as for the legality, in NSW it pretty much comes under the bullbar regs, no sharp points or edges, must follow the body's contour etc etc.

ummm, i cant find a pic, but lets just say your basic wrap around the main edges, ie under sill, around tyre, above bonnet and round front window and roof etc?

I was going to start building them in Jan but OBC put and end to that. Start in june.
There is at least $400 in steel, would have to work it out properly, guessing very roughly allowing safety margin $2500 painted, fitted etc.
