what is the compression rates for a l28 engine?

Depends on which version.
There's EFI and carby, skyline, C280, Patrol etc etc.
Mostly they're in the 8.x:1 ratio. The EFI 280ZX would probably be the highest compression (and horsepower).

ahh.... so how so i work out which one i have? other than compression testing it. will the engine number tell me anything?

Yes... but god knows where you'll find the data.
The more important thing is the code printed on the head... most of the difference in compression comes from the head rather than the pistons.
There are a range of heads available - with the E88 head being the best one for porting and compression, although there are bigger valves in a couple of the others. E88 comes with injection ports too.
I think the E30 (dunno I never had one) is the large valve EFI 280ZX head.
