harmonic balancer (sp?) and distrubuter Q...

well yesterday dad smashed my harmonic balancer off, so there is still half of it in there, (snapped clean off) so what do i need to do to fix this, so i can put another one on? someone sugested taking out the rubber seal on the timing cover, and using a slide hammer to pull the rest off or a puller.
does this sound right? or am i up the creek?
also the dizy is having problems, and we cant get the timing to be right... but i have read some things about people turning them 180 deg, and they work then... can this be done? or is it just because my harmonic balance was broken, that the timing is off...
