I had the same problem on the Landcruiser. 90L tanks, read empty with 60L left. The auto elec had it for some other work and sent the instrument cluster away to be re-calibrated. Now reads empty with 15L left.

Two things, either the gauge or the sender unit.

The gauge can be checked by a sparky with a resistence test, unlikely for the gauge to have a short in the middle of the renge ususally they go out of range or crap themselves.

The sender can only be checked by removing it from the tank I checking the connection with a multi meter while moving the float up & down. If windings have a short then it will show up. Also the elctrical tang connected to the float sometimes moves away from the windings causing the gauge to read faulty.
