tyres leaking between rim and bead: how to fix?

3 out of 4 of my tyres have leaked from between the tyre itself and the rim. two have been on the outside, and on the front, and one on the inside of the wheel on the back.
has happened when tyres pressures are between 8-14psi. the 2 front ones have had mud/sand/dirt in the bead causing it to not seal properly.
they are simex pedes, 31"s, on 15x8 rims. is there anyway i can stop this from happeneing every time i got out for a drive? i used to run my 31" MT/Rs down to about 10 with no problems on the same rims. and i have wire brushed the rims before the tyres were mounted.
