Whatr can cause low preasure in the brake pedal if there is no air in the lines?

I have bled each caliper and the proportioning valve, also replaced the master cylinder and still have very little (un-drivable) pressure in the pedal.

I have also replaced front and rear calipers so I know that none of them are seized.

Thanks

the front callipers can be real hard to bleed, i had the same problem with my LC. I ended up tapping them with a small implement to release the air. it took hours to get them right

no lifts recently, I am wondering if the proportioning valve could be a problem. Do they cause situations like this if they are not working? Do they fail?

I was at a 4wd parts place up here on Saturday morning ( Lunds ) and a guy with an 80series was there and mentioned he was having brake trouble. It turned out to be the prop. valve. Dont know whether this is common but both he and the guy behind the counter seemed surprised.
