On the side of the turbo (exhaust) is a rod that goes to a round thing with a rubber tube going to the other side of the turbo. the bit that goes across the top of the engine. What is it and whats it for? I tried to move it but it does not move either way, should it?

Careful, that's a thing-a-ma-jig. If you fiddle with that, your what-cha-ma-call-it may fail.

sounds like a wastegate actuator, the rubber hose senses manifold pressure and will push the diaphragm (against a spring) when the preset boost is reached, this will in turn move the rod, which then opens a poppet valve in the exhaust housing, allowing exhaust gasses to bypass the exhaust turbine and thus lowering or regulating boost. The rod should move but it has a spring pushing on it.
