is it a hardtop? 'cause if it is maybe they are so rare in USA that he couldn't bare the thought of loosing is rareness.
(but prob has more to do with state laws ... remeber the back seeats were removed from the softies very early in the Us line up)

Or possibly just wanted the "full bodied" look. There are so many rigs around now with trays/tube backs that you need panels to look a little different.
A floor could be added to that rig below the rear window level which would make it a usable storage area for camping gear etc.
