Hi rojak, it is most likely the switch but if you have access to the wiring on the rear of the switch and you have a multi meter, you can check the switch yourself.

If it is the switch, some times you can fix it by simply spraying the internals of the switch with some WD40 or the likes and then switching the switch through it's different positions a few times to clean the contacts of the switch but only do this with the ignition turn off and allow the switch the dry before testing it.

Cheers.

Sounds like the fan speed control resistors? They often burn out on the lowest speeds.

All they usually are is a wire wound resistor pack that is located in the air vent ducting somewhere. They rely on the air flow in the duct to keep them cool- it's a common problem in a lot of cars.

Every toyota I have seen (not that many but a couple) with this problem, it has been because a wire on the back of the switch has come off due to bad solder or maybe just long-term wear and tear.

So I would start there, even though there are other things that could cause the same symptoms.
