Tight MQ Brakes

Howdy,
I've noticed that rotating the front wheels, by hand (obviously jacked), is bloody hard. The first time I noticed it was a while ago while I was replacing the front wheel bearings. I thought as time went by the brakes would loosen up and release the pressure. They haven't. It feels like someone has their foot on the brake pedal. I wouldn't be overly worried about it but the fact that it hasn't gone away is causing me some conerns.
I haven't fitted new pads to it nor have I done anything to the disc. They aren't rusty at all and I'm at a loss as to what it could be. I've greased the main and sub pins in the calipers and still no luck.
Is there anything that could be causing this? I don't know what could be causing the brake system to hold pressure?
