Broken tray mounts on hilux

gday all

Ive somehow broken the front 2 tray mounts (1 each side) on my hilux, as in the welds that hold on the top of the mount where the bolt goes through have let go.
Its a steell tray on 1988 3rd gen hilux.
Dose anyone konw why this happened and should i just reweld it, or will it brake again?
A mate suggested that it could be from the chassis flexing and the tray not, is this the reason?

it could be that the tray is to stiff and the yes the chassis flexing

my idea would be weld it back up
and put some rubbet pads in all the bolted joints add a little flex there

i could just be corrigation has got the better of it
