1.6 engine

i have a 16gb motor, and the weird thing is , it seems lacking in the bottom end , from the idle to about 3500 it seems slugish , but once over that it seams to hit like a power band on a bike, and goes like the clappers. Is this normal???

The 1600 should have plenty of low down torque. They have pretty flat torque curves.
I'd check your cam timing. Sounds like it could have jumped a tooth and retarded the cam timing.
What sort of G16 is it? 8V, 16V, injected, carbed?

it is a 1.6 efi 16 valve motor,
I think it is timing or airflow , just not sure.
havent put a light on it for ages, will grab one, next time i am out shopping, other wise might ask mud4b nice when i see him next

Check not only ignition timing, but also Cam timing as also suggested. This is easy to do, just check that the cam timing marks are lined up like you were doing a timing belt. If it is out, make sure that you check/replace the tensioner, as this has probably failed and allower the belt to jump.
