2004 RA Rodeo 3.0TD been swimming down on power

OK this is for my brother, any ideas much appreciated. He put a finer filter in his rodeo last week (with snorkel) and did not realise that the air box did not completely seal with the new one on. The point of the story is he has gone 4wding today and taken it swimming. Since then the motor is still running fine and idling smoothly etc but is severely down on power. He is thinking it may be the turbo.

Anyone with some thoughts on the problem/approximate costs/similar issues/advice on how to fix it would be great.

All I can think of is that the filter is now cactus - as a test take it out and go for a quick spin (on road) or put the old filter back in

Stert at the cheap simple things first.
It went swimming therefore most things got wet.
Check the airfilter as suggested above put the old one back in and see if there is a difference.
Any oil in the water? if so drain and flush with oil a few timwes and then change the filter and the oil.
You have an electronic fuel injected diesel, disconnect all the plugs involved with the engine management system 1 AT A TIME Blow clean with compressed air and a contact cleaner spray, reconnect and test drive after each one. Do the throttle position sensor first.
Have a look at the hoses to and from the turbo are any loose or displaced tighten all the clamps?
Remove the inlet pipe/tube from the inlet side of the turbo have a look at the impellor, if its swallowed anything believe me youll notice bits missing or bent, its not full of water or mud is it?
Battery still putting out the volts it should, not full of creek water?
Alternator putting out the correct voltage/ charge?

is the engine check light on ,if so it will be the egr vacuum control valve on the r/h innner gaurd. tell him to take it to a dealer it should be replaced with no charge. mine would do it hitting a large puddle on the side of the road. there are revised parts to fix this problem

have a look at the intercooler i had my rodeo crack on the core where the
inlet pipe is. has happened twice now on my car (only 22000k)
and my mates intercooler cracked after he went through creek in the same spot.
