Early 60 series slipper type power steer pump sucking air

Ive recently done a powersteer conversion on my HJ47 using early 60 series bits. The problem is that im pretty sure the pump is sucking air somewhere and i cant find where. The symptoms are that the fluid gets very hot very quickly the pump whines like its not getting enough fluid and eventually the resivour will have frothy fluid in it and erupt everywhere.

Ive checked all the clamps and looked for leaks and cant find anything really. I'm considering getting a seal kit from sunshine state tommorow and putting that through the pump because i think that the pump is really the only place it can be sucking air from.

Am I on the right track or am i missing something??
