Is a vehicle's track normally measured centre <-> centre of the tyres or outside edge <-> outside edge of the tyres?

QLD transport measures it centre to centre, the nissan brochure for a patrol looks to be measuring centre to centre as well.

Wheel track is defined as centre to centre. It is affected by rim offset, but not tyre width.
As noted, others have their own ideas, so it pays to understand who's talking about what.
Cheers,
