dump valve question

anyone used a recirculating type dump valve(adjustable?)as an alternative to a wastegate??well really need adjustable pop off valve. aka like fitted to sd33t,but not venting to atmosphere
does it work well?anyone tried this? and where to get one???
reason for asking want quicker boost build up than wastegate with current actuator will provide..(yes i can change the actuator,but then cant adjust DOWN to psi i want)dont want silly whoosh noises atracting police attension,so valve needs to be recirculating type..
