Quick Warn motor question.

Ive got everything apart because the motor wont turn. In checking the armature ive found that every segment of the commutator has continuity with every other one.
Im pretty sure this isn't normal otherwise it would defeat the purpose of having a segmented commutator.
QUESTION: Should there be continuity between all the segments of the commutator on a Warn XD9000 winch?
All sensible input welcome.
