From what I can gather from your post is that oil is coming out in between the timing belt cover and the engine ??????

That shouldnt happen. I think you will find the oil is coming from the crank shaft seal itself.
Take the top few bolts off the timing belt cover, pull it back and see where the oil is coming from (if you can)

I just had mine replaced for the 3rd time in 2 years.
I think its done properly this time. :D :D

what sort of vehicle and what sort of engine?

I find genuine cam/crank shaft seals work better than aftermarket jobbies and they are usually only a few dollars more for piece of mind.

Don't forget that if the balancer is 'seal worn' the rubber will wear a groove into the steel over time and prevent a good seal, no matter what quality seal you use.

The cure?

A new balancer $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$

Or a 'Speedy Sleeve' $$

I know which one I'd use.
