Reassembly of Freewheeling Hubs?

Hey Guys,
I'm after some advice on how to correctly reassemble the front free wheeling hubs on a 93 Feroza. (Yes Murcod, its getting put back together ) I have the work shop manual and have reinstalled them as outlined however they will not unlock one I slot them into the locked position.
Is this normal. Will they only unlock once the wheel is spinning at speed or should they unlock reguardless of wheel speed. The problem seems to be that when I turn the dial to the unlock position, nothing is pulling the clutch inside the hub to the disengaged position. I am thinking perhaps i'm installing a spring wrong.
Anyone else had a similar problem?
