NSW Modification rules + regs

Just rang up the rta tech line, talked to one guy about a range of 4x4 mods and these where the Q with the answers:
Attaching a turbo to a Diesel eng? Must engineer. Even if using turbo off same make/model
Max Tyre Size? is none, with a proviso; cannot be more than 1.5cm than max size listed on your tyre placecard
Max Lift? No specific max lift just needs to be engineere'd
BL? Same as above
Lights on roof racks? Cannot have driving lights up there, BUT can have "spotlights"
... and they must not be facing forward when on-road. (so as your av officer wouldn't know the diff, i'd assume you could just getaway with having any light facing backwards 
)
Mud flaps? Must cover entire width of the tyres, and be betweem 100mm -230mm off the ground.
Hope this helps some, but i'd be willing to bet if i rang up tomorrow and got sum1 different there would be a differing answer to some of these
