Outer Limits 4x4 Board

I now have 3 p.s boxes in various stages of working properly and not leaking, plus the one in the car which is leaking.
I have the factory workshop manual and have rebuilt an lt95.
My question is are these able to be rebuilt by someone with fair mechanical ability and normal workshop tools.
The manual quotes a few special tools , but they aren't always necessary.
