Tyler..
If you do a search you will find many a complaint re lifting a Rodeo.
Basically, the lift at the front is limited to the lift at the back!! The torsion bars will just keep going but they will effect the overall up and down travel of the current bumber stops fitted to your truck.
Realistically, you can get about a 45mm lift on a Rodeo from a suspension perspective. It does depend on what suspension productsyou use. A few of us have used Tough Dog as, in my case with a 98 model, it offered the greatest rear lift. Once you get the rear to where you want it, you wind up the front. Also, expect the rear to sag after the fact if you go Tough Dog... Oh.. this is without extended shackles by the way.
Be aware though that a heavy duty suspension will make the rear of the truck bounce around something bad! Heavy duty suspension means having weight in the back to counter balance it. With high lift, heavy duty suspension you will loose the rear on corners if you do not have something holding it down. Identify what your mate wants... clearence or capacity... I wanted clearence by the way.
If your mate is after clearence there are 3 things that need to be done on a Rodeo:-
1: Suspension. Speak to your supplier and get them to tell you what you should expect from what they are supplying. Truley, vendor A and vendor B may or will be totaly different... ask the question. E.G There was 10mm difference between what I could get from Tough Dog and Ironman for example. Not much but significant from a Rodeo perspective.
2: Body lift. A neccesity for the next point. 2" is simple, painless and relatively cheap.
3: Bigger rubber. Absolute max that can be fit under a Rodeo are 33". May mean some body work on the front guards but if your mate wants to keep up with the Toyo's and Nissans of this world , with a grade 3 environment, it can be done. Get the max betwen the dif and the terrafirma!
Bottom line, the Rodeo is a lame duck when it comes to clearence. But... give it the tools and it is a bloody competent contender regardless of what anyone says!!.
Cheers

If the torsion bars are old stock ones I'd go for new ones. Just winding up old bars can ruin the ride and off road flex. Even winding new bars right up can do the same.
I'm looking into complete front diff and suspension drop kits at the moment to give front end lift without the usual problems such as steering joint and CV bind up.
