Can anyone tell me if 2 genuine headgaskets is what people are doing to decompress turbo patrols

If they are, does the torqueing of the head bolts stay stay the same
Cheers

i know nothing on the motor. however i would work out what the stock compression is, how much compression it will have with the head raised. also you might need to watch cam timing which can alter with the head height.
what sort of boost are you planning on running?

i thought the tb42e was never turbo? or do you mean turbo it yourself?
AFAIK the tb42e is the same as the tb45e and should have 8.5:1 compression. should be fine to turbo without decompressing
