does anybody know if you can make an ox hydraulic winch pull faster when locked in low, or ways to make it pull quicker.

Id say that you would have to run it off its own hydraulic pump (it runs off the power steer pump - right?)
Get something to get the flow rate up a bit.
Although there could be more to it than this. The motor may have an internal bypass or something to keep it slow but I would doubt it.

Had a fair bit to do with 'old blokes racin' winch truck. It flies twice the line speed of his high mount 8274, i can get you a list of all the bits if you want, eg pump and motor sizes.

If you can get the details that would be real helpful.
What type/brand did the winch start out as?

so I would need to run a more powerfull pump and a bigger tank how big ? Are we talking 10-20 liter tank with a pump the size as one used on a small hiab crane and what about the inturnall aspects of the winch does anything need changing. Your theory on this would be very helpfull.

Why wouldn't you stick with the trusted high mount instead of going to all that trouble ?

why not be different. Some times different is good.
Also some of the hydrulic winches I have seen are more reliable then an elec one. They can also be easier to mount closure and high on the front of the car.

Speed of hydraulic winch is a function of the volume of oil delivered by the pump (displacement x revs) to the displacement of the motor. Double the size/speed of the pump will double the speed of the winch motor.
Load is a function of the pressure.
A main concern for reservoir capacity is to control the oil temp.
Biggest dissadvantage of hydraulic winch is no go unless engine is running, unless the pump (or standby pump) is electic driven.
Advantages include speed with suitable pump, smaller/lighter motor and brake (pilot operated check valves).
