All of the above plus check condition of plugs & oil.
Make sure none of your brakes are rubbing (too much) will it roll freely on small slope?

What engine? Has this been getting progressively worse or happened all of a sudden? How does it run? I take it your tank hasn't got some serious dents in it that are reducing it's capacity.
Vitara fuel economy

I was getting similar fuel economy in mine too.
I found it was the fuel filter. Stick your head up under the back bumper on the RHS and look up. The plastic fuel filter is inline. If its all wet and probably has a dribble of fuel on the bottom of it, replace it AND the short lengths of rubber fuel line either side of it.
... then go wash the fuel from your armpits... lol
I found I was losing at least 2 litres every 100km.
In a manual, you should get about 320-350 per tank around town (carby model).

Adam

Sounds like leaks at the fuel filter are pretty comon. I discovered mine was leaking a couple months ago.
My 91 swb hard top manual consistantly gets about 11l / 100km, doesn't seem to make much difference weather i'm running around or doing 110 on the highway.
I don't usually let it get very low but have done 360 on a tank before
You're definitely loosing a lot of fuel somewhere. I'm no mechanic but i'd say a leak, i doubt it'd run properly with 3x the normal amount of fuel going through it.
