Outer Limits 4x4 Board

Been trying to get the zook to idle and when i block the pipe off shown in the photo it idles ok.

The problem is as soon as i take my finger off it it revs right up.

Can anyone tell me what its meant to be aattached to.

I have read the book but cant seem to find an answer.

Its the one the skrew driver is hanging out of.

The spout indicated with the screwdriver is for brake booster vacuum.
