You can a cheese cutter 700-16 tyre and run a skinny rim of a early ute or LJ.

But why??????

I would look at strengthening the door and if you make it so it clamps up against the door then the load will be shared over the whole door not just the little bolts.

Anything can be engineered IF you have the time and money

But as for qld laws on tyre size changing I would just buy some stocko tyres and rims get passed and then refit your old ones. MUCH MUCH cheaper

You probably pissed off the copper or qld tranport guy. so take it on the chin and deal with it

E20 and E22 urvan have the same rear centre and a centred pumpkin. BUt will give you a road friendly centre. 3.5 or similar.

The advantage of a centred rear is you only need one spare axle, but htose axles are huge and really really take a pounding

shackle or a slip'n'twister. It needs forwards and backwards movement for the arc of leaf springs. if you can work angles correctly then you may be able engineer a solution rather than just add bits on to bootyfab an apparent solution. I have never seen anything like that on a race car ...
