my 40 has not got mudflaps, i bought it this way, and it passed road worthy check, so i am confused.

"They write down the rego and you get the notice in the mail, stating that your vehicle was spotted being driven on a public road in an unroadworthy manner, please present your vehicle to <address of DOT inspection station> on <date> for full inspection. They run you over the pits, and pick on anything that doesn't comply."

i'd love there to be a clause in this that states if they find nothing wrong in the inspection, they get shot or something.
