I can only guess but if you have no power on either side of the fuse then it could be a faulty wire/connection at the ignition.
Thanks,

rangies are known to loose power at the stalk they can melt down and crap out. Take the plastic off behind the steering wheel and remove the LHS stalk and see if you have power at that point

mine crapped out like that and it turned out to be the stalk i pulled it apart and it was the little rivet type joiner that passes power through it to allow the low beams to operate pretty easy to find all i did was put a bit of solder on the rivet and the brass type connector so they made contact again.
Its because the plastic gets hot and melts and then the rivet is no longer tight therefore no contact.

I have had 3 stalks crap out on me :x so i cracked it and rewired the lights so they now have a relay for high and 1 for low. for some stupid reason LR thought it was a good idea to run all those amps thru some shitty little bit of plastic!! Since i upgraded the wiring i haven't had a problem!

I agree the pomms should have out sourced all the electrical stuff to monkeys!! I am so tempted to pull my dash out and rewire the whole car!!
