Sorry to be a skeptic. If they just replace the bolts with those of a higher grade, that will not prevent them from loosening. Surely they have introduced a thread locking mechanism, loctite threadlocker or a new spring washer, or increased the torque value in conjunction with the new bolts.
I have had no luck getting information from Toyota and so far the Federal Chamber of Automotive Industries has been less than helpful as well.
I don't like Toyota Dealerships and don't like being told I have to use one.

Be my guest and tell me to *&%$ right off.
Its a free country, with freedom of speech and freedom of choice. So do I need a reason to dislike Toyota Dealers? Do I need a reason to dislike Hyundai Terracans or having to work weekends?
I am restricted geographically. There is only one Toyota dealership near my home. I have had unsatisfactory experiences with them.
However your assurance that all Toyota Dealerships are beyond question and have no equal is all the evidence I need to rethink my petty and obviously ill-informed opinion. Oh that's right...you never said that.
It takes all sorts to make the world go around.
