got a bit of free-play up and down on front end on each wheel, not much, but noticeable.
how can I tell if its the wheel bearings, or the swivel bearing needing another shim?

With the wheel off the ground, the steering wheel locked, is there play top and bottom and left and right, or just top and bottom? L & R, wheel bearings only, T & B wheel bearings and or knuckle bearings.
To measure steering knuckle preload, buy a cheap fish weigh scale from crazy clarks (or similar cheap import store) for about 4 bucks, get a shim pack and dial up the specs for your bundy. Easy.

Sounds more like the wheel bearings then, if they were repacked recently, and if you haven't been jumping the truck. If you have more play in the knuckle bearings than spec, you would need some thinner shims to apply more preload, also you would need to measure the centreline of the knuckle to ensure the cv is held centrally by the spindle.
