Surge Tank

I have aquired a new fuel tank and it doesn't have baffles. To aleviate any potential fuel starvation problems, I wish to run a surge tank. I am planning to make it myself with a piece of pipe or SHS and weld caps on the ends and tap the fittings. I have attached a sketch of what it should look like - is this correct.

Also does anybody know of an OEM low pressure external fuel pump that I can use to prime the tank?

I suck at these computer thingies!

Basically what my highly technical MS Paint pic was depicting was a container with a number of ports at different levels.

1 Drain at bottom
2 Pickup about 20mm from bottom - does this have to have a tube going to the centre of the tank or can it pull from a port on the side of the tank?
3 Overflow (return to tank) at fuel level mark
4 Supply above return (Should this be below fuel level?)

Does it need to be vented?
