I'm enquiring about what can be done to lift a 91 dual cab hilux tub with independant front suspension.

With IFS you can only lift it probably 1 - 1 1/2 inches without get really expensive.
For a small lift you can wind up the torsion bars in the front and fit low profile bump stops. In the rear you can put lifted springs or longer shackles or blocks between your diff and springs (not recomended).
You will need some longer shocks in the back too.
If you want higher lift like 4 inch you will be looking at paying around 3 grand for a lift kit that has everything including brackets that lower your front diff.
A body lift is a cheap and easy way to get some lift for fitting bigger tyres but dont go higher than 2 inch!
What Im running in my lux is cranked torsion bars and low profile bump stops in the front, longer shackles in the rear, rancho rs9000 shocks all round and a 40mm body lift with matching 40mm drivetrain lift and low profile transfer case crossmember. And 32 inch tyres.
Next year sometime Im doing a solid axle swap and cutting off the poxy IFS

i got an IFS lux too, and as AUSTOYOTa said theres not alot to do without gettin expensive. i got a 50mm bodylift and front torsion bar wound up about 30 -35 mm. it certainly makes a difference. just make sure if u get it done, get a wheel alignment after it.
the other alternative is a complete suspension kit from the states. theres 2, pro comp and superlift. both are illegal here in QLD. they are expensive, ranging from bout 2500-5000 depending on what rear springs u get with them and who fits it. As far as i know they go ok offroad and arepretty good onroad as well. And they certainly look mickey mouse.

I just bought some nylon rod and got a local fabricator to cut and put the hole through them on a lathe. Then just measured the standard body bolts and purchased longer high tensile ones.
Things you need to watch or possibly modify are steering shaft, gear/transfer stick clearance, fuel filler hose, bumpers, radiator/fan shroud.

Front wont cost you anything just turn the adjuster bolts.
You will want to get low profile bump stops for the ones that work when the suspension droops caus you will be running closer to them when you are cranked and will lose wheel travel. You can just cut them down with a hacksaw if you like but new ones dont cost much.
