toyota 13b injector pump problem

what i have is a 13b diesel with 2 problems
1 this pump has a governor problem when you get up to cruise speed [any speed] it hunts or surges so you are either accelerating or deccelerating which sucks
2 this pump was fitted to replace the other pump but has developed a miss
on inspection found the no1 delivery valve had worked loose and the copper sealing washer inside had broken into 5 pieces removed all pieces and reassembled with another sealing washer out of the other pump and now it is overfueling to buggery so much so that to shut it down i had to crack all the injector lines :shock:
now what i want to know is;is there a specific setting for the delivery valve or do i have to spend the money [which i dont want to] and get it checked by a diesel shop
also if anyone has a workshop manual i could buy or hire or lend i would be greatly appreciate it
oh yeh it is an inline denso pump direct injection
