Does anyone know how free the fan should move by hand?

My fan seems to make a fair bit of noise when driving and I was wondering if this is normal.

The fact its making a noise (is it a roaring sound?) means its working fine and drawing air through the radiator. The hub itself might be seized and then it will be engaged all the time. The fan should spin by hand relatively easy with some resistance.
