For about the last year I've had issues with a variable brake pedal in my 85 rangie. The pedal goes from engaging at the top of the stroke, the engaging halfway down at what seems like random intervals when driving. In the garage the pedal is usually working at the top of the stroke with the engine on or off.

Can this be caused by the vacuum booster?

Front calipers are new. Master cylinder bore is in excellent condition, two new seal kits have been applied, nothing was found wrong with the original kit and no improvement.
Rear brake pressure reducing valve has recently been stripped, cleaned and reassembled. That helped but didn't cure it completely.

The fluid level in the reservoir doesn't change, so fluid isn't bypassing back through the MC seals. System has been bled many times, always comes up firm even between the pedal taking a dive.

The only component I can't guarantee is the vacuum booster. Can they cause such a problem and how difficult are they to remove? Can they be rebuilt?

RR brakes 87-91. Deals with the Lockheed MC etc which I think you have. Runs through a full rebuild of the booster. Hope you're on broadband because it's about a 5meg PDF, but well worth having.

Cheers, I'll have a look.
Driving it today, it's much better after the pressure reducing valve was cleared out, it's taken about half the variability out.
